The rule would have gone into effect on Feb. 20 (see 2501170057), but the new effective date has been delayed to March 21. AMS attributed the delayed implementation to the regulatory freeze as ordered by President Donald Trump on Jan. 20.
USDA says the amendments that were part of the final rule included an added definition for partnership; clarification of the nominations process; clarification about in person and electronic voting for any Board meetings; an update of the timing of financial reporting; and a revision of requirements for when exemptions can be requested. These amendments would have put the regulation in line with current industry practices, USDA said.
