former Civil Aeronautics Administration in 1930s. He left FCC in 1953, was co-founder of law firm Cottone & Scheiner. That firm soon broke up and Cottone spent most of his career as a single practitioner. After retiring in 1980, he moved to Fla., returning to Washington area this year. Survivors include 2 sons.
