AD: South Korea Cut-to-Length Carbon-Quality Steel Plate Products

ITA sources state that Dongkuk's AD rate of 0.85% already reflects an adjustment for export subsidies found in the companion countervailing (CV) duty investigation.

(a) For previously reviewed or investigated companies not listed above, the cash deposit rate will continue to be the company-specific rate published for the most recent review period.

(b) If the exporter is not a firm covered in this review, a prior review, or the original investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise.

(c) If neither the exporter nor the manufacturer is a firm covered by any segment of this proceeding, the cash deposit rate will be the "all others" rate of 0.98%, which is the "all others" rate established in the original investigation, adjusted for the export subsidy rate found in the companion CV duty investigation.

Assessment Instructions for the Review Period (02/01/02 - 01/31/03)

According to the ITA, it will determine, and U.S. Customs and Border Protection (CBP) shall assess, AD duties on all appropriate entries. The ITA states that it has calculated an importer-specific assessment rate for the merchandise subject to this review.

The ITA also states that it will issue the appropriate assessment instructions directly to CBP within 15 days of May 12, 2004.
