State Department Announces Changes to its D-Trade Electronic Licensing System
The State Department's Directorate of Defense Trade Controls (DDTC) has posted to its Web site notices announcing the following changes to its D-Trade electronic licensing system:

D-Trade Can Now Accept All Types of DSP-5 Applications
Effectively immediately, DDTC states that it is prepared to receive all types of DSP-5 applications via D-Trade without restrictions. (DSP-5 is the application for licenses for unclassified permanent exports.)
DDTC sources have confirmed by phone that ultimate destination and commodity restrictions which were previously placed on the filing of DSP-5 applications via D-Trade have been removed. (See ITT's Online Archives or 01/27/04 news, 04012710, for previous BP summary on D-Trade and its restrictions.)
(When D-Trade first became operational, DDTC placed certain ultimate destination and commodity restrictions on the filing of DSP-5 applications via D-Trade. Specifically, DDTC stated that for filing DSP-5 applications via D-Trade: (a) ultimate destinations were limited to those countries and areas covered by the following State Department bureaus: Western Hemispheric Affairs, European Affairs, and East Asia and Pacific Affairs; and (b) submissions were not permitted to include (i) commodities subject to the Missile Technology Control Regime (MTCR), and (ii) commodities that require Congressional notification pursuant to Section 36 of the Arms Export Control Act (AECA) or established State Department practices and procedures.)
D-Trade Processing of TAAs and Amendments Has Been Temporarily Suspended
According to the DDTC notice and DDTC sources, effective August 16, 2004, the processing via D-Trade of Technical Assistance Agreements (TAAs) and amendments to TAAs initially submitted via D-Trade was temporarily suspended. DDTC states that this action was taken after a review of industry user comments.
DDTC states that the design and development of an electronic form that allows for processing of both TAAs and Manufacturing Licensing Agreements (MLAs) is well under way and the new form will include features that streamline industry submissions and facilitate DDTC review. According to DDTC, a separate announcement will be made regarding the availability of this new form.
DDTC also states that TAA cases now pending with DDTC will continue to be processed by DDTC until final action is taken.

BP Note on Upcoming D-Trade Upgrade
DDTC sources have stated by phone that they expect to implement a significant upgrade to D-Trade during September 2004. BP will update subscribers as additional details are available.
