CV: India Carbazole Violet Pigment 23

According to a U.S. Customs and Border Protection (CBP) administrative message, effective August 26, 2004, the International Trade Administration (ITA) discontinued the suspension of liquidation and cash deposit/bond requirements for countervailing (CV) duty purposes for carbazole violet pigment 23 (CVP-23) from India.

Discontinuation of CV Suspension of Liquidation and CV Cash Deposit/Bond Requirements

According to CBP, field officers are to discontinue the suspension of liquidation for CV duty purposes on all shipments of the subject merchandise with a time of entry on or after August 26, 2004. CBP states that this suspension of liquidation will not be resumed unless and until the ITA publishes a CV duty order in this case.

In addition, CBP states that field officers are to suspend liquidation for CV duty purposes on all shipments of CVP-23 from India that have a time of entry during the period April 27, 2004 through August 25, 2004, until the conclusion of the CV duty investigation.

AD Suspension of Liquidation & AD Cash Deposit/Bond Requirements Unaffected

CBP's administrative message states that the discontinuation of the CV suspension of liquidation and cash deposit/bond requirements in this investigation do not affect the AD suspension of liquidation and cash deposit/bond requirements in the preliminary affirmative determination for the companion antidumping (AD) duty investigation on CVP-23 from India.

Although CBP's administrative message states that this period runs from May 13, 2004 through August 25, 2004, ITA sources have confirmed that the correct period is April 27, 2004 (the effective date of the preliminary affirmative CV duty determination) through August 25, 2004. These sources noted that a correction could be issued to CBP's administrative message at some point in the future.
