A State Department Washington File article reports that the during its markup of the fiscal year (FY) 2005 appropriations bill for the Department of Agriculture, the Senate Appropriations Committee rejected an amendment to move the date for mandatory country of origin labeling (COOL) for certain meats, fruits, vegetables, and other food products to January 1, 2005 (from September 30, 2006). The article notes that although the amendment was defeated in committee, it may be reintroduced when the appropriations bill reaches the Senate floor. 2. U.S. Manufacturers Appeal to Congress to Enact Miscellaneous Trade Bill

The Journal of Commerce Online reports that on September 16, 2004, several representatives of U.S. manufacturers planned to appeal to members of Congress to enact the Miscellaneous Trade and Technical Corrections Act of 2003 to give them some relief from tariffs on materials they need to produce their goods. According to the article, both the House and Senate have passed separate versions of the legislation but a final bill is stalled over unrelated politics with little time left on the legislative calendar. 3. CBP Final Assessment on Vehicle/Cargo Inspection System Available, Etc.

U.S. Customs and Border Protection (CBP) has issued a general notice announcing the availability of a final Programmatic Environmental Assessment (PEA) and a Finding of No Significant Impact (FONSI) concerning CBP's use of the Vehicle and Cargo Inspection System (VACIS) at various sea and land ports of entry. According to CBP, the final PEA and FONSI are available for public review for a 30-day period beginning on September 16, 2004. 4. President's Export Council to Hold Open Meeting on Export Expansion

The International Trade Administration (ITA) has announced that the President's Export Council (PEC) will hold a full Council open meeting on September 29, 2004 to discuss topics related to export expansion. The meeting will include discussion of trade priorities and initiatives, PEC subcommittee activity and proposed letters of recommendation.
