Miscellaneous International Trade Notices

On October 8, 2004, the House passed the conference version of H.R. 1047, the Miscellaneous Trade and Technical Corrections Act of 2003. According to Congressional sources, the Senate failed to pass the conference version of H.R. 1047 prior to its adjournment on October 11, 2004. However, various sources have opined that the Senate will again consider the conference version of H.R. 1047 in mid-November 2004, when it returns after the election.

2. House and Senate Pass FY 2005 DHS Appropriations Bill Conference Report

On October 9, 2004, the House of Representatives passed the conference version of H.R. 4567, the fiscal year (FY) 2005 appropriations bill for the Department of Homeland Security ((DHS), including U.S. Customs and Border Protection (CBP). The Senate passed the conference version of H.R. 4567 on October 11, 2004. 3. BIS Seeks Comments on Two Information Collections

The Bureau of Industry and Security (BIS) has issued a notice seeking comments by November 23, 2004 on the following two information collections: (1) Special Comprehensive License (BIS-748P), and (2) Special Intra-Company License (BIS-752P). 4. ITC Submits Emergency Processing Request to OMB for Review/Clearance of Questionnaire

The International Trade Commission (ITC) has issued a notice stating that it has submitted a request for emergency processing to the Office of Management and Budget (OMB) for review and clearance of a questionnaire entitled, Purchaser Questionnaire, Foundry Products. The ITC explains that the form is used in connection with an investigation entitled, Foundry Products: Competitive Conditions in the U.S. Market (Inv. No. 332-460) . The ITC had requested OMB approval of the form by close of business on September 28, 2004. 5. EPA Requests Applications for Essential Use Exemptions

The Environmental Protection Agency (EPA) is requesting applications by November 5, 2004 for essential use allowances, which provide exemptions to the production and import phaseout of ozone-depleting substances under the Montreal Protocol, for calendar years 2006 and 2007. 6. FMC Reissues OTI Licenses

The Federal Maritime Commission (FMC) has announced that it has reissued the following ocean transportation intermediary (OTI) licenses:
