CNN has reported that Attorney General John Ashcroft and Commerce Secretary Don Evans have both submitted resignation letters to the President. According to CNN, Ashcroft's resignation will become effective when a successor is named and confirmed, while Evans is expected to remain Commerce Secretary into January 2005. Shipper's NewsWire has also reported that Department of Homeland Security (DHS) Secretary Tom Ridge is likely to resign. 2. FMC Issues Final Rule on OCC and MTO Agreements

The Federal Maritime Commission (FMC) has issued a final rule that sets out changes in 46 CFR Parts 501 and 535 with respect to Ocean Common Carrier (OCC) and Marine Terminal Operator (MTO) agreements subject to the Shipping Act of 1984. 4. FDA Draft Guidance on Substantiating Dietary Supplement Claims, Etc.

The Food and Drug Administration (FDA) has announced the availability of draft guidance on the substantiation for dietary supplement claims made under Section 403(r)(6) of the Federal Food, Drug, and Cosmetic Act (FFDC). The FDA also announces that it will not publish additional guidance on applying the "structure/function" final rule at this time.
