However, Wynn said, convergence in communications requires the FCC to restructure its bureaus based on “the purpose of regulation as opposed to type of technology.” A Wynn spokeswoman said Wynn would introduce the FCC Reorganization Act next session. The new bureaus would include: (1) Spectrum Management Bureau. (2) Govt. Affairs & Consumer Education Bureau. (3) Economic Regulations Bureau, which would oversee intercarrier compensation, pricing regulations and media ownership regulations. (4) Social Interest Bureau, to handle universal service fund, E-rate, disabled services and CALEA. (5) Program Content Bureau, to oversee all issues relating to broadcast decency, child-friendly TV and Internet content. The Enforcement and International bureaus would remain in their current form. The bill would also allow the FCC to review its structure every 5 years and make changes to any bureaus.
