ITC Posts 2005 HTS to its Web Site

The International Trade Commission (ITC) has posted to its Web site the 2005 Harmonized Tariff Schedule of the U.S. (HTS). The ITC states that this version of the HTS includes changes resulting from the Australia Free Trade Agreement, which becomes effective on January 1, 2005, and many other changes that have occurred since the publication of the 2004 HTS, Supplement 1 in July 2004.

Electronic 2005 HTS on ITC Web Site Has Formatting Errors, Etc.

However, in a note on its Web site the ITC states that some of the 2005 HTS files (December 23, 2004 version) contain formatting errors that will be corrected once certain problems are resolved.

Electronic 2005 HTS Includes Some (Not All) Miscellaneous Trade Bill Changes

Although the preface of the 2005 HTS indicates that the December 23, 2004 version of the 2005 HTS reflects the Miscellaneous Trade and Technical Corrections Act of 2004 (Public Law (P.L.) 108-429), a "spot check" indicates that it includes some (but not all) of the changes made by P.L. 108-429.

(A Proclamation to implement certain changes to the HTS resulting from P.L. 108-429 is still expected to be issued.)

ITC Expects to Issue Early Supplement to 2005 HTS

ITC sources state that the ITC expects to soon issue a supplement to the 2005 HTS to reflect a number of HTS changes that could not be included in the December 23, 2004 version of the 2005 HTS.

Paper 2005 HTS Has Gone to GPO for Printing

The ITC also states that the 2005 HTS has been sent to the Government Printing Office (GPO) for printing and distribution to subscribers, which will take a number of weeks.
