The International Trade Administration (ITA) has issued its final countervailing (CV) duty determinations with respect to bottle-grade polyethylene terephthalate (PET) resin from India and Thailand.

ITA Makes Final Negative CV Duty Determination for Thailand
For Thailand, the ITA has determined that CV subsidies are not being provided to producers of subject merchandise. The ITA states that the period of investigation for this CV duty determination is January 1, 2003 through December 31, 2003. (The preliminary CV determination was also negative,.)
ITA Makes Final Affirmative CV Duty Determination for India
With regard to India, the ITA finds that CV subsidies are being provided to producers and exporters of subject merchandise. The period of investigation for this CV duty determination is April 1, 2003 through March 31, 2004.
CV suspension of liquidation, etc. discontinued on/after December 28, 2004. The ITA explains that it instructed CBP to discontinue the CV suspension of liquidation (and associated CV cash deposit/bond requirements) for subject merchandise from India with a time of entry on or after December 28, 2004, which is 120 days after the date of publication of the preliminary affirmative CV duty determination. The ITA states that CV suspension of liquidation will continue for entries made between August 30, 2004, and December 27, 2004.
Antidumping (AD) suspension of liquidation, etc. unaffected. The AD suspension of liquidation and AD cash deposit/bond requirements for subject merchandise are unaffected by this CV action.
CV suspension of liquidation, etc. to be reinstated if CV order issued. CV suspension of liquidation will be reinstated, at the following CV cash deposit rates (unless amended), if a CV duty order is issued:
