ITC Seeks Comments for Annual Report on Effect of ATPA on U.S. Economy and on Drug Crop Eradication
The International Trade Commission (ITC) has issued a notice seeking comments by June 10, 2005 for its annual report to Congress regarding the economic impact of the Andean Trade Preference Act (ATPA) on U.S. industries and consumers and, in conjunction with other agencies, the effectiveness of the ATPA in promoting drug-related crop eradication and crop substitution efforts of the beneficiary countries.

According to the ITC, this is the eleventh such report, and covers calendar year 2004. The report is scheduled to be submitted by September 30, 2005.
Report Will Address Effect of ATPA on U.S. Economy and Drug Crop Eradication
The ITC states that 19 USC 3204 requires that each report include:
the actual effect of ATPA on the U.S. economy generally as well as on specific domestic industries which produce articles that are like, or directly competitive with, articles being imported under the ATPA;
the probable future effect that ATPA will have on the U.S. economy generally and on domestic industries affected by the ATPA; and
the estimated effect that ATPA has had on drug-related crop eradication and crop substitution efforts of beneficiary countries.
(The ATPA was renewed and expanded by the Andean Trade Promotion and Drug Eradication Act of 2002 (ATPDEA), and provides trade benefits for eligible Andean countries (currently Bolivia, Colombia, Ecuador, and Peru).)
