The United States Association of Importers of Textiles and Apparel (USA-ITA) has issued a Textile Development Memo stating that the Court of Appeals for the Federal Circuit has lifted the preliminary injunction against further action on threat-based China safeguard petitions. 2. Senate Committee Approves Portman to Serve as USTR
The Washington File reports that on April 26, 2005, the Senate Finance Committee approved Rob Portman to serve as U.S. Trade Representative (USTR). However, Senator Evan Bayh of Indiana has been threatening to stall confirmation by the full Senate as a way to press Senate leaders to schedule a vote on his bill to allow easier challenges to subsidies in nonmarket economies such as China. 3. FDA Reopens Comment Period for Proposed Rule to Amend Voluntary Nutrition Labeling Regulations
The Food and Drug Administration (FDA) has issued a notice announcing that it has reopened the comment period for a March 2002 proposed rule that would amend the FDA's voluntary nutrition labeling regulations by updating the names and nutrition labeling values for the 20 most frequently consumed raw fruits, vegetables, and fish in the U.S. Written or electronic comments should be submitted by June 3, 2005. 4. PHMSA Withdraws Proposed Rule on Uniform Hazardous Waste Manifest
The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice announcing that it is withdrawing an August 2001 proposed rule that would have amended the Hazardous Materials Regulations (HMR) on the use of the Uniform Hazardous Waste Manifest for shipments of hazardous wastes. This proposed rule was issued by PHMSA's predecessor agency, the Research and Special Programs Administration (RSPA), and would have accommodated changes proposed by the Environmental Protection Agency that have since been deferred.
