AD: Canada Certain Softwood Lumber Products
The International Trade Administration (ITA) has issued a notice stating that it has issued its Section 129 determination for six companies (and their listed affiliates, if any), as well as the 'All Others' rate, with respect to the antidumping (AD) duty investigation on certain softwood lumber products from Canada, in order to implement the recommendations of the WTO Appellate Body.

The six companies with Section 129 AD margins are Abitibi-Consolidated, Inc. and listed affiliates (13.22%); Canfor Corporation and listed affiliates (9.27%); Slocan Forest Products Ltd (12.91%); Tembec Inc. and listed affiliates (12.96%); West Fraser Timber Co., Ltd. and listed affiliates (3.92%); and Weyerhaeuser Company and listed affiliates (16.35%).
The Section 129 AD margin for the 'All Others' rate is 11.54%.
AD Cash Deposit Rate for 'All Others' Changes to 11.54% Effective April 27, 2005
According to the ITA and ITA sources, because it completed an AD administrative review (the first for this AD order) of all individual companies, including the six companies listed above, since the issuance of the AD order on certain softwood lumber products from Canada, the current AD cash deposit rates for the six companies (and their affiliates, if any) will not be affected by their Section 129 AD margins.
However, as this AD administrative review did not change the order's 'All Others' rate, the Section 129 AD margin for the 'All Others' Rate, which is 11.54%, becomes the new 'All Others' AD cash deposit rate for all exporters that did not participate in this (first) administrative review, for entries of subject merchandise that has a time of entry on or after April 27, 2005, which is the date the U.S. Trade Representative (USTR) directed the ITA to implement this Section 129 determination.
(For relevant entries with a time of entry prior to April 27, 2005, the AD cash deposit rate for 'All Others' was 8.43%.)
