The International Trade Administration (ITA) has issued its preliminary results of two antidumping (AD) duty changed circumstances reviews for (1) certain cut-to-length carbon steel plate from Romania, and (2) carbon and certain alloy steel wire rod from Canada.

These preliminary results are not in effect and the current requirements for a cash deposit of estimated AD duties on all subject merchandise will continue unless and until these requirements are modified pursuant to the final results of these AD duty changed circumstances reviews. For both of these AD duty changed circumstances reviews, the final results are due no later than 270 days after the date on which the reviews were initiated.
Certain cut-to-length carbon steel plate from Romania. With respect to certain cut-to-length carbon steel plate from Romania, the ITA preliminarily concludes that Mittal Steel Galati S.A. (Mittal Galati) is the successor-in-interest to S.C. Ispat Sidex S.A. (Sidex) and if these preliminary results are made final would be entitled to Sidex's current cash deposit rate (13.50%) with respect to entries of subject merchandise from Romania. The ITA notes that this notice also serves as the initiation notice of this AD duty changed circumstances review.
Carbon and certain alloy steel wire rod from Canada. With respect to carbon and certain alloy steel wire rod from Canada, the ITA preliminarily concludes that Mittal Canada Inc. (Mittal Canada) is the successor-in-interest to Ispat Sidbec Inc. (Ispat Sidbec) and if these preliminary results are made final would be entitled to Ispat Sidbec's current cash deposit rate (3.86%) with respect to entries of subject merchandise from Canada.
