AD: Trinidad & Tobago Alloy Steel Wire Rod and India PET Film, Sheet, and Strip
The International Trade Administration (ITA) has issued its preliminary results of two antidumping (AD) changed circumstances reviews for (1) carbon and certain alloy steel wire rod from Trinidad and Tobago, and (2) polyethylene terephthalate (PET) film, sheet and strip from India.

These preliminary results are not in effect and the current requirements for a cash deposit of estimated AD duties on all subject merchandise will continue unless and until these requirements are modified pursuant to the final results of these AD duty changed circumstances reviews.
Carbon and certain alloy steel wire rod from Trinidad and Tobago. With respect to carbon and certain alloy steel wire rod from Trinidad and Tobago, the ITA preliminarily concludes that Mittal Steel Point Lisas Limited (Mittal) is the successor-in-interest to Caribbean Ispat Limited (CIL), and if these preliminary results are made final would be entitled to receive the same AD duty treatment accorded to CIL with respect to entries of subject merchandise from Trinidad and Tobago.
The ITA adds that this notice also serves as the initiation notice of this AD duty changed circumstances review. The ITA states that it will publish the final results of this AD duty changed circumstances review in accordance with 19 CFR 351.216(e) which provides that the final results will be issued within 270 days after the date on which the changed circumstances review is initiated (i.e. April 26, 2005) or within 45 days if all parties to the proceeding agree to the outcome of the review.
PET film, sheet and strip from India. With respect to PET film, sheet and strip from India, the ITA preliminarily concludes that Jindal Poly Films Limited (Jindal Poly Films) is successor-in-interest to Jindal Polyester Limited (Jindal Polyester), and if these preliminary results are made final would be entitled to receive the same AD duty treatment accorded to Jindal Polyester.
The ITA adds that it will issue the final results of this AD duty changed circumstances review within 270 days after the date on which this review was initiated (i.e. September 21, 2004)
The current AD duty cash deposit rate listed in U.S. Customs and Border Protection's (CBP's) AD/Countervailing (CV) query for subject merchandise from CIL is 3.61%.
The current AD duty cash deposit rate listed in CBP's AD/CV query for subject merchandise from Jindal Polyester is 6.28%.
