According to an Animal and Plant Health Inspection Service (APHIS) fact sheet on the second confirmed case of bovine spongiform encephalopathy (BSE) in the U.S., the BSE positive cow was born and raised in a herd in Texas, approximately 12 years old, non-ambulatory and did not enter the human food or animal feed chain. 2. ITC Issues Correction to its Limited Exclusion Order for Certain Pet Treats

The International Trade Commission (ITC) has reprinted its notice announcing the issuance of a limited exclusion order with respect to certain pet food treats in order to correct the patent number for which the limited exclusion order was issued. 3. BIS Announces $44,000 Civil Penalty to Settle Export Charges

The Bureau of Industry and Security (BIS) has issued a press release announcing that Laurel Industrial, Inc. of San Jose, CA will pay a $44,000 civil penalty to settle administrative charges that it violated the Export Administration Regulations (EAR) in connection with unauthorized exports of underwater acoustic detection equipment to China. Laurel also agreed to complete an internal export compliance audit and submit the results of that audit to BIS. (BIS press release dated 05/26/05, available at www.bis.doc.gov/news/2005/Laurel.htm.)

4. BIS Announces 3 Chinese Nationals Face Charges in Fraud Against U.S.-Based Employer

The Bureau of Industry and Security (BIS) has issued a press release announcing that three Chinese nationals appeared on a federal complaint in the District of New Jersey during the week of April 12, 2005 facing charges of bilking their U.S.-based employer in an international fraud estimated at more than $1 million. 5. DHS' Nat'l Infrastructure Advisory Committee to Meet on July 12, 2005

The Department of Homeland Security (DHS) has issued a notice announcing that the National Infrastructure Advisory Committee (NIAC) will hold an open meeting on July 12, 2005 in Washington, DC to be briefed on the status of several Working Group activities in which the Council is currently engaged.
