CBP Announces Termination & Cancellation of All Ten-Digit AD/CV Case Numbers Ending in "999"
On July 28, 2005, U.S. Customs and Border Protection (CBP) issued a notice and an administrative message announcing the termination and cancellation of all ten-digit antidumping (AD)/countervailing (CV) case numbers ending in "999."

Effective immediately, CBP states that AD/CV case numbers ending in "999" should no longer be used.
10-Digit AD/CV Case Numbers Ending in "999" Denoted Unknown Companies
CBP explains that case numbers ending in "999" were only to be used if the name of the company involved in the AD or receiving a CV subsidy could not be determined even after the invoice and other documentation had been reviewed and the importer had been contacted.
However, CBP states that the Department of Commerce (DOC) never fully implemented this policy and, as a result, CBP's AD/CV team requested these suffixes be "turned off." DOC has complied with CBP's request by putting a date in the "TRM LIQ SUSPENSION" field. CBP states that this ensures entries filed under "999" suffixes will not encounter processing errors within the Automated Commercial System (ACS).
(According to CBP, an October 2000 memorandum had instructed the field to use the 10-digit AD/CV case numbers ending in "999" on entries for which CBP did not have the name of the company involved in the AD or receiving a CV subsidy. CBP states that the subject on the October 2000 memorandum was "(1) Instructions for Reporting "Unknown" Companies in AD/CV cases, (2) Instructions for termination of suspension of liquidation in AD/CV cases."
