ITC Issues Updated AD and CV Duty Handbook

The International Trade Commission (ITC) has issued an updated "Antidumping and Coutervailing Duty Handbook." This version, which is dated January 2005, is the eleventh edition of the handbook.

The ITC states that the purpose of this handbook is to provide informal guidance to the public concerning the filing of an antidumping (AD) or countervailing (CV) duty petition and the investigation and possible review that follow.

Although AD and CV duty laws are administered jointly by the ITC and the International Trade Administration (ITA), the ITC explains that each agency has specific responsibilities under the law and this handbook is intended to address in detail only the ITC's role in the overall process, although frequent general references are made to ITA throughout.

The ITC further states that this handbook is designed to be an informal summary to be used in conjunction with the relevant statute, the Tariff Act of 1930 as added to and amended by subsequent laws, the ITC's Rules of Practice and Procedure, the ITC's interpretations of the statute and rules, and relevant judicial precedent, all of which take precedence over the handbook.
