ITA Publishes Lists of Completed, Pending and Omitted AD & CV Duty Scope Rulings and Anticircumvention Inquiries

The International Trade Administration (ITA) has published its lists of completed and pending antidumping (AD) and countervailing (CV) duty scope rulings: pending scope and anticircumvention inquiries; and a scope ruling inadvertently omitted from prior published lists.

The ITA's lists include the country, case reference number, requestor(s), and a brief description of either the ruling or product subject to the request. The ITA notes that subsequent lists will follow after the close of each calendar quarter.

List of Completed & Pending Rulings and Inquiries, Etc.

Listed below are the country, product, case number, and status for each of the AD/CV cases in the ITA's notice (note the "status legend" at the end of the list).

Several of the AD/CV cases listed below have more than one completed, terminated, and/or pending ruling and/or inquiry. In addition, the numerical notes below "highlight" some of the rulings and inquiries.

1 These pending anticircumvention inquiries for this order include, among other things, the following issues: (1) whether imports of palm and vegetable-based wax candles from China can be considered later-developed merchandise which is now circumventing the AD duty order, and (2) whether imports of palm and vegetable-based wax candles from China can be considered a minor altercation to the subject merchandise for purposes of circumventing the AD duty order.

7 Completed scope ruling that the stainless steel bar, manufactured in the United Arab Emirates out of stainless steel wire rod that is manufactured in India, is not included in the scope of the AD order.

8 The pending inquiry for this order is whether removable memory modules placed on motherboards that are imported for repair or refurbishment are within the scope of the CV duty order.
