CV: Canada Certain Softwood Lumber Products
The International Trade Administration (ITA) has issued its final results of the countervailing (CV) duty new shipper review of certain softwood lumber products from Canada for the review period of January 1, 2003 through December 31, 2003.

Bonding is No Longer Permitted
As a result, ITA sources state that bonding will no longer be permitted to fulfill security requirements for shipments of certain softwood lumber from Canada from Seed Timber (as exporter and producer) with a time of entry on or after September 28, 2005.
For shipments with a time of entry on or after September 28, 2005, the ITA has determined the following CV cash deposit rates (equal to the net subsidy rate) apply:

Assessment Instructions for the Review Period (01/01/03 - 12/31/03)
The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) on or after 41 days after September 28, 2005, to liquidate shipments of subject merchandise produced and exported by Seed Timber that have a time of entry during the review period, at 2.22% ad valorem of the f.o.b. invoice price.
