U.S. Customs and Border Protection (CBP) has announced a preliminary "low duty" tariff rate quota (TRQ) limit of 20,251,211kg. for tuna and skipjack, in airtight containers, not in oil, in containers weighing with their contents not over 7 kg. each, for the January 1, 2006 through December 31, 2006 period.

1. 2006 TRQ on Tuna and Skipjack Opens January 3, 2006

According to CBP, the low duty TRQ will open Tuesday, January 3, 2006, at 12 p.m., E.S.T., or its equivalent in other time zones, with the high duty tariff numbers and rates in effect for all entry/entry summaries presented at opening (as the preliminary low-duty TRQ may oversubscribe at opening moment).

CBP states the final low duty TRQ limit will be provided to CBP by the National Marine Fisheries Service (NMFS) in March 2006. CBP will then issue proration and liquidation instructions to the field and trade. 2. 2006 Agreed China Textile Limits (New Tariff Numbers for 2006 Identified)

CBP has posted to its Web site the 2006 "agreed" textile and apparel quota limits for China, which also identifies the tariff numbers (i.e., "statistical breakouts") that are new in 2006 for certain part-categories.

For China 338/339pt and China 638/639pt, all the tariff numbers listed as excluded from these quotas are new 2006 tariff numbers.

The two tariff numbers for China 666pt are also listed as new tariff numbers for 2006.

(The tariff numbers listed for baby socks in 332/432/632-T and 332/432/632-B are not identified as new for 2006. In addition, the 2005 Harmonized Tariff Schedule (HTS) indicates that these tariff numbers are for baby socks and booties.

The tariff numbers listed for China 359S/659S, and the tariff numbers listed as excluded from China 647/648pt, are also not identified as new for 2006.)

3. CBP Messages on AD and CV Duty Actions

CBP has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBP's messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
