AD: Canada Certain Softwood Lumber Products
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty changed circumstances review of certain softwood lumber products from Canada.

Post-acquisition West Fraser is successor-in-interest to pre-acquisition West Fraser. The ITA has determined that the post-acquisition West Fraser Mills Ltd. (West Fraser) is the successor-in-interest to pre-acquisition West Fraser. The ITA has previously stated that it initiated this changed circumstances review in order to determine the appropriate AD cash deposit rate for West Fraser, which acquired Weldwood of Canada Limited (Weldwood) on December 31, 2004.
As a result, the ITA states that West Fraser should continue to be accorded the same treatment previously accorded with regard to the AD duty order on certain softwood lumber products from Canada as of March 17, 2006. In the most recent AD duty administrative review, West Fraser was assigned an AD cash deposit rate of 0.51% for subject merchandise with a time of entry on or after December 12, 2005.
The ITA will notify U.S. Customs and Border Protection (CBP) that Weldwood no longer exists as a separate corporate entity and that the company-specific case number for Weldwood in the AD/countervailing (CV) duty module should no longer be used.
ITA note on the scope of the order. For the preliminary results of this AD duty changed circumstances review and other segments of this proceeding, the ITA erroneously described the scope as it was stated in the final affirmative AD duty determination. In this notice, the ITA has used the scope language exactly as stated in the AD duty order, as it will continue to do for all following segments of this proceeding. The ITA notes that minor wording changes were made between the final determination and the order; however, these edits did not alter or modify the subject products.
