AD: India Certain Lined Paper Products

The International Trade Administration (ITA) has made a preliminary affirmative antidumping (AD) duty determination that certain lined paper products (CLPP) from India are being, or are likely to be, sold in the U.S. at less than fair value. The period of investigation is July 1, 2004 through June 30, 2005.

Liquidation suspended, preliminary critical circumstances found for Aero, Navneet. The ITA states that because of the preliminary critical circumstances findings for Aero and Navneet, it is directing U.S. Customs and Border Protection (CBP) to suspend liquidation of all imports of subject merchandise from Aero and Navneet with a time of entry on or after 90 days prior to April 17, 2006.

As preliminary critical circumstances were not found for exports from other companies, the ITA is directing CBP to suspend liquidation of entries of subject merchandise from all other companies that have a time of entry on or after April 17, 2006.

Post bond or cash deposit on/after April 17, 2006. The ITA states that it is also instructing CBP to require a cash deposit or the posting of a bond equal to the AD rates (margins) indicated below, for entries of CLPP from India with a time of entry on or after April 17, 2006, as follows:

Postponement of Final AD Duty Determination

In addition, the ITA states that it is postponing its final AD duty determination for subject merchandise from India until no later than 105 days after April 17, 2006 and is also extending the provisional measures accordingly.
