AD: Romania Hot-Rolled Carbon Steel Flat Products

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain hot-rolled carbon steel flat products from Romania for the period of November 1, 2003 through October 31, 2004.

In the preliminary results for this AD review, the ITA stated that it found that Mittal Steel Galati S.A. was the successor-in-interest to Ispat Sidex, S.A. on July 15, 2005.

(a) For merchandise exported by manufacturers or exporters not covered in this review but covered in a previous segment of this AD proceeding, the AD cash deposit rate will continue to be the company-specific rate published in the prior segment of the proceeding in which that manufacturer or exporter participated;

(b) If the exporter is not a firm covered in this review or in any previous segment of this AD proceeding but the manufacturer is, the AD cash deposit rate will be the rate established for the manufacturer of the merchandise in these final results of review or in the most recent segment of the proceeding in which that manufacturer participated; and

(c) If neither the exporter nor the manufacturer is a firm covered in this or any previous review conducted by the ITA, the AD cash deposit rate will be the "All Others" rate, which is 17.84%.

Assessment Instructions for the Review Period (11/01/03 - 10/31/04)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of May 30, 2006.

Additionally, the ITA states it has calculated importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which are weighted averages).
