The Consumer Product Safety Commission (CPSC) has issued a correction to its May 2006 notice announcing its provisional acceptance of a settlement agreement with West Bend Housewares, LLC that contains a $100,000 civil penalty. The CPSC notes that in one place, the notice erroneously stated that the civil penalty was in the amount of $100,000,000. The Committee for the Implementation of Textile Agreements (CITA) has issued a technical correction to its May 2006 determination that certain cotton flannel fabrics are commercially unavailable under the U.S.-Dominican Republic-Central America Free Trade Agreement (CAFTA-DR). 3. ITA to Host U.S. Delegation to the India Business Summit
The International Trade Administration (ITA) and its U.S. Commercial Service posts in India will host a U.S. delegation to the India Business Summit to be led by Under Secretary Franklin L. Lavin, November 29-30, 2006, followed by spin-off missions in six Indian cities, December 4-5, 2006. Leaders of U.S. business, industry, education, and state and local government are among those encouraged to take part in the Summit. 4. ITA Announces Meeting of the President's Export Council on Port Expansion
The International Trade Administration (ITA) has issued a notice announcing that the President's Export Council (PEC) will hold a meeting to discuss topics related to port expansion on July 19, 2006 in Washington, DC. The meeting will include discussion of trade priorities and initiatives, PEC subcommittee activity and proposed letters of recommendation to the President. 5. Interim Rule Amends Federal Acquisition Regs to Implement DR-CAFTA for El Salvador, Honduras, and Nicaragua
The Department of Defense (DOD), the General Services Administration, and the National Aeronautics and Space Administration (NASA) have issued an interim rule, effective June 28, 2006, amending the Federal Acquisition Regulations to implement the Dominican Republic-Central America-U.S. Free Trade Agreement (DR-CAFTA) with respect to El Salvador, Honduras, and Nicaragua. Comments on the interim rule are due on or before August 28, 2006. 6. APHIS Proposes to Allow Importation of Fresh Table Grapes from Namibia
The Animal and Plant Health Inspection Service (APHIS) is proposing to amend the fruits and vegetables regulations to allow the importation into the U.S. of fresh table grapes from Namibia under certain conditions. As a condition of entry, the grapes would have to undergo cold treatment and fumigation with methyl bromide and would have to be accompanied by a phytosanitary certificate with an additional declaration stating that the commodity has been inspected and found free of the specified pests. In addition, the grapes would be subject to inspection at the port of first arrival. Comments on APHIS' proposed rule must be received on or before August 25, 2006. 7. FWS Reopens Comment Period on Petition to List Polar Bear as Threatened
The Fish and Wildlife Service (FWS) has issued a notice reopening the comment period associated with the status review to determine if the polar bear should be listed as threatened under the Endangered Species Act.
