AD: India Certain Hot-Rolled Carbon Steel Flat Products

The International Trade Administration (ITA) has issued the final results of its antidumping (AD) duty administrative review of certain hot-rolled carbon steel flat products from India for the period of December 1, 2003 through November 30, 2004.

AD Cash Deposit Instructions for a Time of Entry on or after 07/18/06:

(a) A weighted average AD margin of zero exists for Essar; as a result, no AD cash deposit will be required, but suspension of liquidation will continue;

(b) For previously investigated or reviewed companies not listed above, the AD cash deposit rate will continue to be the company-specific rate published for the most recent period;

(c) If the exporter is not a firm covered in this review, a prior review, or the AD investigation, but the manufacturer is, the AD cash deposit rate will be the rate established for the most recent period for the manufacturer of the subject merchandise; and

(d) The AD cash deposit rate for all other manufacturers or exporters will continue to be the "all others'' rate of 23.87%, which is the "all others'' rate established in the AD investigation (38.72%), and adjusted for the export subsidy rate in the companion countervailing (CV) duty investigation.

Assessment Instructions for the Review Period (12/01/03 - 11/30/04)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of July 18, 2006.
