The ITA states that it has resorted to the facts otherwise available, employing an adverse inference for Nima.

Preliminary Results are Not in Effect and May be Amended

These preliminary results are not in effect and may be amended in the final results of this AD duty or CV duty administrative review, which are currently due within 120 days of July 13, 2006 (Taiwan) and 120 days of July 7, 2006 (Iran).
