AD: India Certain Lined Paper Products
The International Trade Administration (ITA) has made a final affirmative antidumping (AD) duty determination that imports of certain lined paper products from India are being, or are likely to be, sold in the U.S. at less than fair value.

Final negative critical circumstances finding. In addition, the ITA made a final determination that critical circumstances do not exist with regard to exports of subject merchandise from India. As it found critical circumstances in the preliminary determination, the ITA states it will instruct U.S. Customs and Border Protection (CBP) to terminate suspension of liquidation, and release any cash deposits or bonds, on imports during the 90-day period prior to April 17, 2006. Suspension of liquidation will continue on all imports of subject merchandise with a time of entry on or after April 17, 2006, the date of publication of the preliminary AD determination.
Post bond or cash deposit at revised AD rates. The ITA is also instructing CBP to continue to require the posting of a bond or a cash deposit, but at the revised AD rates (equal to the weighted average margin) listed below, for entries with a time of entry on or after August 8, 2006.

The ITA finds that the use of adverse facts available (AFA) is warranted.
Note on the scope of the investigation. The scope of investigation in the final AD duty determination lists two additional HTS numbers under which the merchandise subject to this AD duty investigation may be imported-HTS 4820.10.2010 and 4820.10.2020.
