require localities to rule on colocation applications within 90 days of the date that an environmental impact report is completed. Localities would retain the right to deny a colocation permit and any appeals of a local decision would follow the same path as today. The legislation also would prohibit local govts. from imposing preconditions on companies before they can submit a colocation application for a development project, and allows a 10-year time limit on facility colocations for public safety or future land use reasons.
