U.S. Customs and Border Protection (CBP) has posted to its Web site a notice announcing the opening of the tariff-rate quota (TRQ) on cocoa powder as provided for in HTS Chapter 18, Additional U.S. Note (AUSN) 1 for fiscal year (FY) 2007 - October 1, 2006 through September 30, 2007.

1. FY 2007 Cocoa Powder TRQ Opened October 2, 2006
According to CBP, this TRQ opened on October 2, 2006, and the TRQ level for all countries1 is 2,313,000 kg.
1CBP states that articles that are the product of Mexico shall not be permitted or included under this TRQ and no such articles shall be classifiable therein.
CBP's notice lists the related HTS Chapters 18 and 99 tariff numbers, and states that imports from Australia, Bahrain, Canada, Chile, El Salvador, Guatemala, Honduras, Jordan, Mexico, Morocco, Nicaragua, and Singapore are not subject to HTS Chapter 99, Subchapter IV, U.S. Note 1, and should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapter 18 without the HTS Chapter 99 tariff number. Such entries must be reported through the quota module of ACS.

2. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping (AD) and countervailing (CV) messages CBP issues on behalf of the International Trade Administration (ITA) are now only available on CBP's Web site at http://addcvd.cbp.gov . AD and CV ABI administrative messages are no longer issued.

However, the entire text of the message is only available at http://addcvd.cbp.gov.
