DDTC Postpones Production Testing of "Repaired" D-Trade Software Until Further Notice

The State Department's Directorate of Defense Trade Controls (DDTC) has posted a notice to its Web site announcing that it is still awaiting receipt of the new ("repaired" v4.8) D-Trade software. DDTC states that although its goal was to begin production testing by January 20, 2007, that has been postponed until further notice.

According to DDTC, the previous (pre-v4.8) version of D-Trade is fully functional, so applicants should continue to submit the prior version of the DSP-5, -61, or -73 for new applications.

D-Trade License Applications Submitted Jan 8-10th Must be Resubmitted (with Certain Exceptions)

DDTC states that if an applicant submitted a D-Trade license application during January 8-10, 2007, the application must be resubmitted beginning with "XXX" in the Transaction ID block. (For example, an application for OIF/OEF should be identified as follows: XXXOIF/OEF, followed by the unique Transaction ID.)

According to DDTC, the only exception is if an applicant submitted the "downloadable" paper application during January 8-10, 2007, in which case resubmission is not necessary.

DDTC states that if an applicant was issued a license via D-Trade during January 8-10, 2007, an e-mail should be sent to slyghpc@state.gov identifying the license number, as well as the company name, company contact and date received. Resubmissions are not necessary.

Background

DDTC had previously announced that it experienced problems with its upgrade of D-Trade on January 8, 2007 to v4.8 which resulted in the DDTC reverting to the previous (pre-v4.8) version of D-Trade on January 10, 2007.

DDTC had also previously stated that filers should use the prior version of the DSP-5, DSP-61, and DSP-73 until the "repaired" v4.8 is installed. Sources also noted that until the "repaired" v4.8 is installed, filers will not be able to file the new DSP-6s, DSP-62s or DSP-74s via D-Trade.

On December 27, 2006, DDTC issued a notice announcing that it would be upgrading D-Trade to a new version (v4.8) effective January 8, 2007. DDTC had stated that as of January 8, 2007, the following forms would be available for use in D-Trade:
