ITA Publishes Lists of Recently Completed, Pending, Etc. AD and CV Duty Scope Rulings and Anticircumvention Inquiries

The International Trade Administration (ITA) has published its lists of recently completed antidumping (AD) and countervailing (CV) duty scope rulings; terminated scope inquiries; and pending scope inquiries and anticircumvention rulings.

The ITA's lists include the country, case reference number, requestor(s), and a brief description of either the ruling or product subject to the request. The ITA notes that subsequent lists will follow after the close of each calendar quarter.

List of Pending and Recently Completed Rulings and Inquiries, Etc.

Listed below are the country, product, case number, and status for each of the AD and CV cases in the ITA's notice (note the "status legend" at the end of the list).

Several of the AD and CV cases listed below have more than one completed, terminated, and/or pending ruling and/or inquiry. In addition, the numerical notes below "highlight" some of the rulings and inquiries.

1One completed scope ruling found that (1) certain dual-adhesive products (3-8699, 3-8700, 3-8701 and 3-8702) are not within the scope of the AD finding, and (2) certain single-adhesive products (3-7464, 3-7597, 3-7600, 3-7604, 3-7701, 3-8094, 3-8545) are within the scope of the AD finding.

2One completed scope ruling found that certain x-ray spindle units are not within the scope of the AD duty order.

3One completed scope ruling found that a certain "Cupcake Candle" is not within the scope of the AD duty order.

4Two completed scope rulings found that (1) alloy magnesium extrusion billets produced in Canada from pure magnesium of Chinese origin are not within the scope of the AD duty order and (2) pure magnesium produced in France using pure magnesium from China is within the scope of the AD duty order.

5One completed scope ruling found that pure magnesium ingots from the U.S., atomized in China, and returned to the U.S. are not within the scope of the AD duty order.

6One completed scope ruling found that the 23 bags that Consolidated Packaging LLP imports are not within the scope of the AD duty order.

7Two completed scope rulings found that (1) certain storage towers, TV stands, coffee tables, and wood panels are not within the scope of the AD duty order, and (2) certain bedside tables and headboards are within the scope of the AD duty order; and (3) certain mirrored chests are included within the scope of the AD duty order.

8One completed scope ruling found that certain alloy magnesium extrusion billets produced in Canada from pure magnesium of Chinese origin are not within the scope of the AD duty order.

9One completed scope ruling found that (1) certain writing cases are not included within the scope of the AD duty order, and (2) two certain styles of writing tablets are included within the scope of the AD duty order.

10One completed scope ruling found that certain alloy magnesium extrusion billets produced in Canada from pure magnesium of Russian origin are not within the scope of the AD duty order.

11One pending anticircumvention inquiry on whether candles assembled in the U.S. from molded or carved articles of wax (wickless wax forms) from China are circumventing the AD duty order.
