The Department of Homeland Security (DHS) has issued a proposed rule which would establish minimum standards for State-issued driver's licenses and identification (ID) cards that Federal agencies would accept for official purposes after May 11, 2008, in accordance with the REAL ID Act of 2005. This rule proposes standards to meet the minimum requirements of the REAL ID Act of 2005, including: information and security features that must be incorporated into each card; application information to establish the identity and immigration status of an applicant before a card can be issued; and physical security standards for locations where driver's licenses and applicable identification cards are issued. 1. DHS Proposes to Establish Minimum Standards for Driver's Licenses and ID Cards

2. Increase in Fees and Charges for Egg, Poultry, and Rabbit Grading, Etc.

The Agricultural Marketing Service (AMS) has issued a final rule, effective April 1, 2007, which increases the fees and charges for Federal voluntary egg, poultry, and rabbit grading, certification, and audit services, and establishes a separate billing rate for the audit services. 3. U.S.-China Economic and Security Review Commission Public Hearing

The U.S.-China Economic and Security Review Commission will have an open hearing on March 29-30, 2007 in Washington, DC. This hearing is the second in a series of public hearings the Commission will hold during its 2007 report cycle to collect input from leading experts in government, the academe and industry, to examine China's capacity to wage war in the irregular, traditional, and disruptive domains as set forth in the threat framework described in the 2006 Quadrennial Defense Review. 4. Final Rule Allows Mangoes to Be Imported from India Under Certain Conditions

The Animal and Plant Health Inspection Service (APHIS) has issued a final rule, effective March 12, 2007, that amends 7 CFR Parts 305 and 319 to allow the importation into the continental U.S. of mangoes from India under certain conditions. As a condition of entry, the mangoes must undergo irradiation treatment and be accompanied by a phytosanitary certificate with additional declarations providing specific information regarding the treatment and inspection of the mangoes and the orchards in which they were grown. In addition, the mangoes will be subject to inspection at the port of first arrival. 5. 21 CFR 101.4 Corrected to List NARA as a Place to Review Nomenclature Code

The Food and Drug Administration (FDA) has issued a notice announcing that 21 CFR 101.4 (food; designation of ingredients) has been corrected by revising the text of paragraph (h)(2), which, among other things, states where someone can review the International Code of Botanical Nomenclature. Specifically, this correction deletes the phrase "or at the Office of the Federal Register, 800 N. Capitol St. NW., suite 700, Washington, DC." to read: ''or at the National Archives and Records Administration (NARA).
