AD: India Certain Forged Stainless Steel Flanges
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty new shipper review of certain forged stainless steel flanges from India for the review period of February 1, 2005 through January 31, 2006.

AD Cash Deposit Rate for a Time of Entry on or after 04/13/071:

(a) The AD duty cash deposit rate for exporters who received a rate in a prior segment of the proceeding will continue to be the rate assigned in that segment of the proceeding;
(b) The AD duty cash deposit rate for entries of subject merchandise exported by Kunj but not manufactured by Kunj will continue to be the "all-others" rate (i.e., 162.14%) or the rate applicable to the manufacturer, if so established; and
(c) If neither the exporter nor the manufacturer is a firm covered in this review, or a prior segment of the proceeding, the AD duty cash deposit rate will be 162.14%, the "all-others" rate established in the AD investigation.
Assessment Instructions for the Review Period (02/01/05 - 01/31/06)
The ITA states that it intends to issue assessment instructions to U.S. Customs and Border Protection (CBP) 15 days after April 13, 2007.
Additionally, the ITA states that it has calculated importer-specific or customer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rate listed above (which is a weighted average).
The ITA adds that for entries of the subject merchandise during the review period produced by the company included in these final results of review for which the reviewed company did not know the merchandise was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the "all-others" rate if there is no rate for the intermediate company(ies) involved in the transaction.
