The Journal of Commerce Online reports that Secretary of Homeland Security Chertoff stated at an August 16, 2007 COAC meeting that DHS could launch a trade data warehouse - a Global Trade Exchange - as a voluntary program, stating that people would want to be part of it as more information means better government targeting and fewer delays for participants. 2. CBP May Eliminate Detentions for Most Highly Compliant Textile and Apparel Importers

The United States Association of Importers of Textiles and Apparel(USA-ITA) states that during an August 16, 2007 COAC meeting, a U.S. Customs and Border Protection official announced an upcoming policy change in which entries by the most "highly compliant" importers of textile and apparel products, most likely those in good standing in the Importer Self Assessment (ISA) Program, would not be subject to detentions. 3. EU Threatens to Create its Own Electronic Travel Authorization System for U.S. Visas

The Guardian reports that the European Union is threatening to impose "tit-for-tat" visa limits on all U.S. citizens traveling to Europe through creation of its own "electronic travel authorization" system similar to that recently written into U.S. law as part of the 9/11 Commission recommendations. 4. Philippines Temporarily Suspends Poultry Imports from Virginia, Nebraska

The Foreign Agricultural Service has issued Global Agricultural Information Network (GAIN) report announcing that on August 7, 2007, the Philippine Department of Agriculture issued Memorandum Order No. 12 temporarily suspending all importation of poultry and poultry products from Virginia and Nebraska due to a detection of the H5N1 and H7N9 low pathogenic avian influenza virus serotype, respectively. 5. State Department Determines Fatah al-Islam Poses Terrorism Risk
