According to DelawareOnline, radiation detectors will be installed at the Port of Wilmington's exit gates in August as part of a strengthened homeland security effort; the installation is expected to finish in September. Known as radiation portal monitors, the devices will scan imported containers for the presence of nuclear and radioactive materials as trucks drive cargo out of the port. 2. CBP National Import Specialist Telephone Directory Available
U.S. Customs and Border Protection has made available the February 5, 2007 version of its National Import Specialist (NIS) telephone directory. The NISs listed in the directory can be contacted with questions related to binding ruling requests on tariff classification, country of origin and marking. 3. Shippers Criticize 100% Scanning Law for Cargo on Passenger Planes
American Shipper reports that the Global Shippers Forum, an umbrella organization of international shippers, has expressed disappointed with the new U.S. law requiring scanning of all cargo onboard passenger planes within three years and all ocean containers at foreign ports within five years. 4. LAX Public Bulletin on Changes to Commodity Assignments, Supervisors for Import Specialist Teams
U.S. Customs and Border Protection's Los Angeles International Airport has issued a Public Bulletin announcing the changes to commodity assignments and supervisors for import specialist teams at LAX. 5. D-Trade Response Team Short-Handed August 17-20, 2007 due to DDTC Renovations
The State Department's Directorate of Defense Trade Controls has issued a notice announcing that as a result of renovations, members of its D-Trade Response Team will have reduced access to emails and phone calls and will not be able to properly respond to emails or telephone inquiries from the public from 9:00 a.m. on August 17, 2007 through 12:00 noon on August 20, 2007. 6. Individual Convicted for Export of Source Code on USML
U.S. Immigration and Customs Enforcement has issued a press release announcing that Xiaodong Sheldon Meng has plead guilty to, among other things, violating the Arms Export Control Act and International Traffic in Arms Regulations by exporting "viXsen" source code, a Quantum 3D product that is a designated defense article on the U.S. Munitions List, which is the first conviction in the U.S. involving source code under the Arms Export Control Act. 7. APHIS Announces Draft Pest Risk Assessment for Lemons from Argentina
The Animal and Plant Health Inspection Service has issued a notice announcing the availability of and requesting comments on a draft pest risk assessment relative to its consideration of a request to allow the importation into the continental U.S. of fresh lemons from Argentina. APHIS will consider all comments received on or before October 12, 2007. 8. FDA Reinstates Certain Recordkeeping Requirements for Cattle Material
The Food and Drug Administration has issued a correction to its final rule on recordkeeping requirements for human food and cosmetics manufactured from, processed with, or otherwise containing, material from cattle. The correction reinstates 21 CFR 700.27(d), which states that "failure of a manufacturer or processor to operate in compliance with the requirements of paragraph (b) or (c) of this section renders a cosmetic adulterated under section 601(c) of the act."
