2. Report of APHIS-CBP Task Force on Agriculture Inspection
CBP has posted to its Web site a summary of the Report of the Animal and Plant Health Inspection Service (APHIS)-CBP Joint Task Force on Improved Agriculture Inspection. This report focuses on the key issues the task force identified and the action plans that have been developed.
Among other things, the report notes that data collection processes at many ports lack consistency, coordination and priority and that increased oversight on data quality at all port locations is needed. The report also notes that because the transfer of agriculture inspections to CBP from APHIS occurred only six months after APHIS introduced revised guidelines on civil penalties and trained the entire workforce on their use, it was not fully entrenched when the transition occurred and may have resulted in uneven guidance and a lack of clear commitment to the new system.
