The Journal of Commerce reports that U.S. Customs and Border Protection intends to release the 102 (Security Filing (SF)) draft plan in about one month and will then have a 60 to 90 day public comment period before publishing the final regulation; there will probably be a one-year phase-in period before full enforcement takes place. 2. China, U.S. Sign Energy Accord to Audit Efficiency of Chinese Enterprises

China Economic Net reports that the U.S. and China recently signed a memorandum of understanding to cooperate on increasing energy efficiency in China's industrial sector, which accounts for 70% of its energy demand. Teams from each country will conduct joint audits of as many as 12 facilities from the "Top 1,000 Energy Enterprises in China" to promote efficiency in China's energy-intensive factories. 3. DHS Drops Anti-terrorism Data-Mining Program

The Washington Post reports that the Department of Homeland Security has dropped its anti-terrorism data-mining program known as ADVISE on which it has spent $42 million since 2003 and which it was developing for use by U.S. Customs and Border Protection and other DHS components. Testing of the program had been suspended in March after questions arose over its compliance with privacy rules, but DHS states that the program is being dropped because new products offer similar functionality while costing less to maintain. 4. APHIS Allows Certain Blueberry Imports from South Africa and Uruguay

The Animal and Plant Health Inspection Service has issued a final rule, effective September 17, 2007, which allows the importation into the continental U.S. of fresh blueberries from South Africa and Uruguay under certain conditions. As a condition of entry, the blueberries will have to undergo cold treatment and will have to be accompanied by a phytosanitary certificate issued by the national plant protection organization of the exporting country.
