U.S. Customs and Border Protection has posted a notice to its Web site announcing that the first fiscal year 2008 specialty sugar tariff-rate quota (TRQ) (i.e. tranche) that opened on October 24, 2007 oversubscribed at opening moment. The pro-rata percentage is .1687649 or 16.87649%.

1. 1st Specialty Sugar TRQ Oversubscribed at Opening Moment on Oct 24th
CBP states that entries or warehouse withdrawals for consumption covering merchandise subject to the above TRQ and presented after opening should be returned to the broker for amendment. The importer has the option to determine how its allocation will be distributed on a given entry, i.e., more or less than the prorated amount (or none). The importer may also transfer its allotment to entries at another port. Any of these scenarios are acceptable; however, no importer will be allowed to enter quantities in excess of the prorated amount properly presented at opening.
Note that the four other FY 2008 tranches for specialty sugar will open on November 15, 2007, January 30, 2008, May 14, 2008, and August 27, 2008. 2. Tecate Port of Entry Opened to Commercial Traffic on October 31st
CBP has issued a press release announcing that at 8:30 am on October 31, 2007, the Tecate, California port of entry was to reopen to cargo truck traffic. The resumption of cargo processing comes in the wake of wildfires that last week threatened the facility and forced its evacuation.
The port will resume processing the more than 300 cargo trucks that daily enter the eastern San Diego County border facility starting at 8:30 am until 4:30 pm Pacific Daylight Time this week. Cargo truck processing hours will return to 8 am to 4 pm on November 5th as the U.S. returns to Pacific Standard Time.

CBP seizes marijuana at commercial cargo facility. CBP has issued a press release announcing that officers working at the Bridge of the Americas commercial cargo lot at the El Paso, Texas port of entry recently seized 1,831 pounds of marijuana concealed in the floor of an empty trailer.
