CV: China Laminated Woven Sacks
The International Trade Administration has made a preliminary affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of laminated woven sacks (LWS) from China.

Preliminary critical circumstances for Ningbo and Han Shing Chemical. The ITA has preliminarily determined that critical circumstances exist for Ningbo Yong Feng Packaging Co., Ltd. and Hang Shing Chemical Co. Ltd. (aka Hang Shing Bulk Bag Co. Ltd. and Hang Shing Co.)1.
Suspension of liquidation. The ITA is directing U.S. Customs and Border Protection to suspend liquidation of all entries of LWS from China with a time of entry on or after December 3, 2007 (except Ningbo and Han Shing Chemical).
For Ningbo and Han Shing Chemical, Ltd. (aka Han Shing Bulk Bag Co., Ltd. and Han Shing Co.), the ITA is directing CBP to apply the suspension of liquidation to any unliquidated entries with a time of entry on or after the date 90 days prior to December 3, 2007.
CV cash deposit. The ITA will also instruct CBP to require a cash deposit or bond for entries of subject merchandise at the CV rates listed below with a time of entry on or after December 3, 2007, for the following exporters/manufacturers:

Final CV Duty Determination Aligned with Final AD Duty Determination
The ITA states that it is aligning the final CV duty determination with the final determination in the companion antidumping duty investigation of LWS from China. The final CV duty determination will be issued on the same date as the final AD duty determination, which is currently scheduled to be issued on or about April 8, 2008.
