ITA Publishes Lists of Recently Completed, Pending, Etc. AD and CV Duty Scope Rulings and Anticircumvention Inquiries
The International Trade Administration has published its quarterly list of recently completed antidumping and countervailing duty scope rulings and anticircumvention determinations; terminated scope inquiries; and pending scope inquiries and anticircumvention rulings.

This ITA list includes scope rulings completed between July 1, 2007, and September 30, 2007, and requests for scope rulings and anticircumvention determinations pending as of September 30, 2007.
Examples of ITA Scope Rulings and Anticircumvention Determinations
The ITA issues scope rulings to determine whether a specific product is within the scope of an AD or CV duty order, and anticircumvention determinations to determine whether a specific product circumvents an AD or CV duty order.
An example of a completed scope ruling on the ITA's list includes its determination that certain padfolios containing one writing tablet (or pad of paper) with a cover are not within the scope of the AD duty order on lined paper products from China; an example of a pending scope inquiry includes whether the "Artskills Stencil Kit" is included within the scope of the AD duty order on cased pencils from China; and an example of a pending anticircumvention determination includes whether sodium permanganate is later-developed merchandise that is circumventing the AD duty order on potassium permanganate from China.
