AD: China Helical Spring Lock Washers
The International Trade Administration has issued amended final resultsof its antidumping duty administrative review of helical spring lock washers from China for the period of October 1, 2002 through September 30, 2003.

(On July 16, 2007, the Court of Appeals for the Federal Circuit (CAFC) affirmed the decision of the U.S. Court of International Trade (CIT) to sustain the ITA's remand redetermination in the administrative review of the AD duty order on helical spring lock washers from China for the period October 1, 2002 through September 30, 2003. In its redetermination, the ITA assigned Hangzhou Spring Washer Co., Ltd. (aka Zhejiang Wanxin Grp (ZWG)) (HSW) a dumping margin of 19.48%, rather than the 0.00% calculated in the final results of the 2002-2003 AD duty administrative review. As there is now a final and conclusive court decision in this case, the ITA is amending the final results of the 2002-2003 AD duty administrative review.)

Assessment Instructions for the Review Period (10/01/02 - 09/30/03)
The ITA intends to issue appropriate assessment instructions to U.S. Customs and Border Protection 15 days after December 5, 2007.
ITA Conducting 2005-2006 Review, Which is Expected to Supersede This Review
The ITA is currently conducting an administrative review for Hangzhou for the review period of October 1, 2005 through September 30, 2006; however, it has not yet issued its final results. The cash deposit rate to be issued in the final results of the 2005-2006 administrative review is expected to supersede the cash deposit rate established in these amended final results.
