AD: China and Germany Lightweight Thermal Paper
The International Trade Administration has made preliminary affirmative antidumping duty determinations that lightweight thermal paper (LWTP) from China and Germany is being, or is likely to be, sold in the U.S. at less than fair value.

Suspension of liquidation. The ITA will instruct U.S. Customs and Border Protection to suspend liquidation of all entries of LWTP from China and Germany with a time of entry on or after May 13, 2008.
AD cash deposit or bond. The ITA will also instruct CBP to require a cash deposit or the posting of a bond at the AD rates listed below, for entries of subject merchandise from China or Germany with a time of entry on or after May 13, 2008, as follows:

1The ITA preliminarily found that LWTP exported and produced by Guanhao benefitted from an export subsidy. Therefore, the ITA has adjusted the AD duty cash deposit rate (2.30%) for the export subsidy rate determined in preliminary countervailing determination. ITA sources state that 2.22% is the adjusted rate, which will be published with its U.S. Customs and Border Protection instructions. (The ITA notes that in the China investigation, for all China exporters of merchandise subject to this investigation that have not received their own rate, the AD duty cash deposit rate will be the China-wide entity rate; and for all non-China exporters of that have not received their own rate, the AD duty cash-deposit rate will be the rate applicable to the China exporter/producer combination that supplied that non-China exporter.)
Deadlines for Final Determinations
The ITA states that it is postponing its final determinations in these investigations to no later than 135 days after May 13, 2008, and is extending the provisional measures to not more than six months.
Addition of HTS Subheadings to the Scope of the Investigations
The ITA has added to the scope of the investigations the following HTS subheadings: 3703.10.60, 4811.59.20, 4820.10.20, and 4823.40.00.
