This ITA list includes scope rulings completed between January 1, 2008, and March 31, 2008, and requests for scope rulings and anticircumvention determinations pending as of March 31, 2008.

Examples of ITA Scope Rulings and Anticircumvention Determinations

The ITA issues scope rulings to determine whether a specific product is within the scope of an AD or CV duty order, and anticircumvention determinations to determine whether a specific product circumvents an AD or CV duty order.

Examples of completed scope rulings on the ITA's list includes its determinations that certain padfolios typically manufactured and bound in leather or simulated leather are not within the scope of the AD duty order on lined paper products from China, and certain MABIS Healthcare hospital bags are not within the scope of the AD duty orders on polyethylene retail carrier bags from Thailand, Malaysia, and China. An example of a pending scope inquiry includes whether certain textile machinery components are within the scope of the AD duty order on ball bearings and parts thereof from Germany; and an example of a pending anticircumvention determination includes whether the common leg table produced in China is a minor alteration that circumvents the AD duty order on folding metal tables and chairs from China.

The following are the AD/CV duty orders the ITA lists as having completed or pending scope rulings or anticircumvention determinations for the second quarter of fiscal year 2008:
