TIA Adds New Public Safety Standards to Project 25

The Telecommunications Industry Association updated two public safety communications standards created by its TR-8 Committee. The Inter Radio Frequency Subsystem Interface (ISSI) Message and Procedures for Supplement Data Services is designed for first responders and other two-way radio users, TIA said. The Interoperability Testing for Voice Operations in Trunked Systems, to be released next week, enables a group of subscribers to share spectrum, it said. The standards are part of Project 25, a joint effort at standards for digital communications among public safety agencies, it said.

Both standards enable secure voice communications with other two-way radio systems among public safety workers, TIA said. The new ISSI standard updates technical information on the emerging digital technologies for Land Mobile Radio Service, it said. The standard sets methods to offer alarm notification, short message service and other data services, it said. The trunked system standard defines procedures for testing interoperability in trunked voice operations among different manufacturers, various models by the same maker and different firmware versions, TIA said.

Project 25 is a suite of standards for digital wireless communications products and systems, TIA said. Project 25- compliant tools are being deployed in three phases, it said. Vendors are shipping Phase 1 products. Phase 2 involves time and frequency modulation arrangements, with the goal of improved spectrum utilization. In Phase 2, TIA will focus on interoperability with legacy gear, interfacing among repeaters and other subsystems, roaming capacity and spectral efficiency. Phase 3 includes assessment of the operation and functionality of a new aeronautical and terrestrial wireless digital broadband public safety radio standard. The “formulation and maturation” of standards for Project 25 will be the focus of its work this year, said the TR-8 Committee: Mobile and Personal Private Radio Standards.
