CV: China Circular Welded Carbon Quality Steel Line Pipe
The International Trade Administration has made a preliminary affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of circular welded carbon quality steel line pipe (line pipe) from China.

Suspension of liquidation. The ITA is directing U.S. Customs and Border Protection to suspend liquidation of all entries of subject line pipe from China with a time of entry on or after September 9, 2008.
CV cash deposit. The ITA is also directing CBP to require a cash deposit or bond at the CV rates listed below for entries of subject merchandise with a time of entry on or after September 9, 2008 for the following producers/exporters:

CV Duty Order to be Issued After Final Affirmative ITA/ITC Determinations
If the ITA makes a final determination that Chinese producers/exporters have received countervailable subsidies in this investigation, and the International Trade Commission makes a final affirmative determination that imports from China materially injure, or threaten material injury to, the domestic industry, the ITA will issue a CV duty order.
If the ITA's final determination is affirmative, the ITC will make its final determination within 45 days after the ITA's final determination.
Exclusion Added to the Scope of the Investigation
Based on the comments received and resolution of the circular welded carbon quality steel pipe (CWP) scope issue, the ITA has added the following scope exclusion language to eliminate the overlap that existed between the scope of CWP and line pipe:
Excluded from this scope are pipes that are multiple-stenciled to a standard and/or structural specification and to any other specification, such as the API-5L specification, when it also has one or more of the following characteristics: is 32 feet in length or less; is less than 2.0 inches (50 mm) in outside diameter; has a galvanized and/or painted surface finish; or has a threaded and/or coupled end finish. (The term "painted" does not include coatings to inhibit rust in transit, such as varnish, but includes coatings such as polyester.)
