2. Advisory for Flights Departing from Venezuela to the U.S.

The Department of Homeland Security issued a notice stating that it is unable to determine whether international airports in Venezuela that serve as the last point of departure for non-stop flights to the U.S. maintain and carry out effective aviation security measures. 3. APHIS Posts Animal Product Manual on Import/Export of Animals, Etc.

The Animal and Plant Health Inspection Service posted the Animal Product Manual (APM), which provides the background, procedures, and regulatory actions to enforce the regulations governing the import and export of animals, animal products, and animal by-products. The primary purpose of the APM is to enable CBP agriculture inspectors at ports of entry to do the following for animal products offered for importation: identify and classify the importation, determine if any entry requirements are to be met, identify and validate the accompanying documents, and take final regulatory action. 4. FSIS Directive on Targeting High-Risk Imported Product Shipments

The Food Safety and Inspection Service posted an updated version of its directive entitled "Targeting for High-Risk Imported Product Shipments," which provides field staff with instructions for monitoring risk assigned to imported meat, poultry, or egg product shipments through CBP's Automated Targeting System (ATS), etc. (FSIS directive, dated 09/10/08, available at http://www.fsis.usda.gov/OPPDE/rdad/FSISDirectives/9030.1.pdf)

5. Sub-Saharan Africa Advisory Committee to Meet
