CBP has issued a memorandum announcing that the calendar year 2009 duty-free tariff rate quota (TRQ) for the importation of certain cotton shirting fabrics suitable for use in making men's and boys' shirts is scheduled to open on Friday, January 2, 2009.

1. CY 2009 Cotton Shirting Fabrics TRQ Opens January 2, 2009
The total amount allocated is 3,085,461 square meters equivalent (SME), and companies must have already applied for an allocation. (See ITT's Online Archives or 09/30/08 news, 08093020, for BP summary of the ITA soliciting applications for the 2009 TRQ allocations for subject fabric.)

2. FY 2009 Cocoa Powder TRQ Opened October 1, 2008
CBP has issued a memorandum announcing that the fiscal year 2009 TRQ on cocoa powder as provided for in HTS Chapter 18, Additional U.S. Note 1 was scheduled to open on October 1, 2008.
The TRQ level for all countries is 2,313,000 kg. However, articles that are the product of Mexico shall not be permitted or included under this TRQ and no such articles shall be classifiable therein.
CBP's notice lists the related HTS Chapters 18 and 99 tariff numbers, and states that imports from Australia, Bahrain, Canada, Chile, Dominican Republic, El Salvador, Guatemala, Honduras, Jordan, Morocco, Nicaragua, and Singapore are not subject to additional agricultural safeguard duties under HTS heading 9904 and should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapter 18 without the HTS Chapter 99 tariff number. Such entries must be reported through the quota module of ACS.

3. ATPDEA Regional TPL Extended to Full 12 Month Period
CBP has issued a memorandum regarding the Committee for the Implementation of Textile Agreements' recent notice that extended the Andean Trade Promotion and Drug Eradication Act (ATPDEA) regional tariff preference level period to a full 12 month period. The total amount allocated is 1,222,785,710 SME, and the TPL period is October 1, 2008 through September 30, 2009.

4. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 5. Updated ABI Error Message Dictionary
CBP has posted an updated version of its ABI Error Message Dictionary, a table containing detailed explanations of the error messages that are generated when a filer's transmission is rejected by the Automated Broker Interface. 6. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
