The International Trade Administration has issued its final results of the antidumping duty administrative review of carbazole violet pigment 23 (CVP 23) from India for the period of December 1, 2006 through November 30, 2007.

AD Cash Deposit Instructions for a Time of Entry on or after 12/05/08:

(a) If the exporter is not a firm covered in this review, a previous review, or the AD investigation, but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise;
(b) If neither the exporter nor the manufacturer has its own rate, the AD duty cash deposit rate will be 27.48%, the all-others rate published in the amended final AD duty determination and order.
1The ITA has adjusted the AD duty rate for export subsidies for Alpanil and Pidilite. The unadjusted AD duty rate for both companies is 66.59%.
Assessment Instructions for the Review Period (12/01/06 - 11/30/07)
The ITA will issue appropriate assessment instructions directly to U.S. Customs and Border Protection 15 days after December 5, 2008. The ITA will instruct CBP to assess the AD liability for all shipments of CVP 23 from India produced and/or exported by Alpanil or Pidilite with a time of entry during the review period.
The ITA will instruct CBP to assess AD duties at the adjusted rate of 49.57% if CBP has collected the appropriate countervailing duties on the same entry. The ITA will instruct CBP to assess AD duties at the unadjusted rate of 66.59% if the appropriate CV duties are not collected by CBP.
